Once from the most sought-after living destination for Philadelphia’s upper echelon, this 22-story high-rise remained in its original 1980s condition for over four decades, with no renovations or upgrades — and showed significant distress. Building systems were barely functioning, and many of its mechanical and building components were out of commission. Despite a bloated operating budget, the apartment interiors were severely deteriorated — and occupancy lingered at a dismal 88%.

Yet the property still held its superior location in a beautiful, upper-class neighborhood bordering Bala Cynwyd, adjacent to a train station with direct access to Center City. The combination of its strong bones and amenities (albeit in disrepair) along with a desirable location positioned Premier @ City Line as a strong option for upper B-class living.

Complete Repositioning

Premier @ City Line underwent a comprehensive overhaul.

 

Nearly all 302 units were gut-renovated in a sharp, transitional style: granite countertops, upgraded finishings, and stainless, energy-saving appliances. Hallways and common spaces were redone, and the lobby and management office were redesigned for a contemporary, welcoming appeal.

 

The building was brought up to code with new HVAC and electrical feeds through its entire height, along with brand new elevators, mechanicals, and cabs. The parking garage received a $1.7M makeover to ensure absolute safety, integrity, and curb appeal.

Outside, a deep facelift restored the building’s original grandeur. Every balcony was repointed, and the full building envelope was power washed. On the terrace, the pool and sun deck areas were sealed, painted, and refurbished. Wild, overgrown trees and bushes were replaced with elegant, attractive landscaping.

 

Simultaneously, the property underwent an extensive rebrand to highlight its upgraded state and new, stronger management. All service contracts were renegotiated, collections for outstanding payments increased, and the entire property was restaffed.

 

Construction entailed significant logistical challenges: multiple crews across all 22 stories of the building needed access to the only 3 elevators. Thanks to meticulous organization and logistics, renovations were completed on time in 2022.

Today, Premier @ City Line has emerged as a desirable and popular oasis amid Philadelphia’s city life.
